Indicator definition

The indicator tracks the status and development of the overall generation and management of construction and demolition waste and monitors progress towards the targets set. The indicator focuses on the total generation of construction and demolition waste and the recycling rate of construction and demolition waste.

Reduce the amount of construction and demolition waste disposed of.

The objective thus set is not primarily aimed at waste prevention. By reducing landfilling, it is expected to put pressure on waste prevention, reuse and recycling (re-use centres, marketplaces, recycling companies).

A necessary prerequisite for quantifying and monitoring the target is to establish the actual quantities of construction and demolition waste generated and the ways in which this waste stream is managed.

Increase preparation for reuse and recycling of construction waste, including backfilling, to 70%.


Targets for construction and demolition waste

The target for construction and demolition waste under Article 11(2)(b) of the Waste Framework Directive is to increase the preparation for re-use, recycling and other material conversion, including backfilling, by 2020 by using waste from safe structures and demolition debris as a substitute for other materials, without using naturally occurring material as defined in category 17 05 04 in the list of wastes, to at least 70 % by weight. Compliance with the targets shall be assessed in accordance with Annex III of Commission Decision 2011/753/EU laying down rules and calculation methods for verifying compliance with the targets set out in Article 11(2) of Directive 2008/98/EC of the European Parliament and of the Council. For the verification of compliance with the recycling rate of construction and demolition waste, it will be necessary to monitor only the types of construction waste in the category 'other', excluding excavated soils (17 05 04 and 17 05 06).

There has been an increase of almost 77% in the production of construction and demolition waste. There was an increase of over 63% in the amount of construction and demolition waste produced. There has been an increase in construction and demolition waste generation of more than 7% year-on-year (2021 — 2022). For the recovery rate of construction and demolition waste, there was a decrease of over 3 percentage points year-on-year (2020 — 2021). The target to increase the preparation for re-use and recycling of construction waste, including backfilling, to 70% is already being met, according to one methodology.

According to Act No. 79/2015 Coll. on Waste and on Amendments and Additions to Certain Acts:
Waste is a movable thing or substance which the holder disposes of, wants to dispose of or is obliged to dispose of in accordance with this Act or special regulations.

Waste is not
(a) a substance or movable thing which is a by-product,
(b) specific waste which has reached the end-of-waste status,
(c) waste which has undergone a process of preparation for re-use and meets the requirements for a product placed on the market laid down by a special regulation; or
(d) waste that has been handed over for household use.

Construction and demolition waste
According to Act No. 79/2015 Coll. on Waste, construction and demolition wastes are wastes that arise as a result of construction works, security works, as well as works carried out during the maintenance of buildings, during the modification of buildings or the removal of buildings.

In accordance with Annex 1 to Decree No 365/2015 Coll. of the Ministry of the Environment of the Slovak Republic establishing the Waste Catalogue, this indicator includes waste of Group 17.
